党的十七届五中全会提出"更加重视改革顶层设计和总体规划",使"顶层设计"成为学术界和政策层面的热门词汇。学术界围绕顶层设计提出的宏观情境、顶层设计的内涵、顶层设计的重点领域和关键环节、顶层设计的改革路径等进行了深入解读和研究。梳理这些成果有助于"十二五"时期各项改革的顺利推进,使上层建筑适应经济基础发展变化。

The Fifth Plenary Session of the Seventeenth Central Committee of Chinese Communist Party put forward that ＂more attention to top-level design and overall plan of reform＂,thereafter,＂top-level design＂ has become a popular vocabulary in the academic and policy level.Acadmic circles around the macro context of the top-level design,the content of the top design,top-level design of key areas and key links,the reform path of top-level design,carried out in-depth interpretation and researches.Sort these results can help to smooth progress the reform process in the Twelfth Five-Year Plan period,which let the superstructure adapt to the development of economic infrastructure.
