The Leading Factor and Standard Determination of the Farmer Professional Cooperatives

农民是农民专业合作社的产品供应者和理论受益者,对专业合作社的发展起决定作用。我国农民专业合作社的变迁路径是按照市场化取向由农民主导和选择的。我国农民专业合作社的发展正处于规范与发展并重的时期,是制度变迁的深化阶段。发展农民专业合作社符合农民的利益,应尊重农民的主体地位,正确处理政府推动与尊重农民意愿的关系,从而为进一步推动农民专业合作社健康、持续发展提供理论依据。

Farmers are product suppliers and theoretical beneficiaries of Farmer Specialized Cooperatives,who play a key role in the development of Specialized Cooperatives.This paper recalls the historical development of policy,reviews the researches on Farmer Specialized Cooperatives theory,outlines the development and evolution of Farmer Specialized Cooperatives Since China＇s reform and opening to the world,which reveals that the developing paths of Farmer Specialized Cooperatives in China are led and selected by peasants according to market-orientation.Besides,through a summary of the practical experience of Chongqing and an investigation of farmers＇ viewpoints in 56 villages of Chongqing,The study indicates that the development of Farmer Specialized Cooperatives is in the interests of farmers,and puts forward some countermeasures as maintaining the Principal Position of farmers,correctly handling the relationships between promoting of the government and respecting the wishes of farmers.It also provides the theoretical basis for promoting healthy and sustainable development of the Farmer Specialized Cooperatives.
