非正式制度安排的老年人养老保障:解析社会网络

The Elderly Security in Informal System Arrangement:an Analysis of Social Network

老年人养老的社会支持主要有两种,一种是正式的制度性支持,另一种是非正式制度的社会网络支持。然而,现阶段我国在老年人养老保障方面的研究,几乎全部集中在单一的正式制度建设方面,缺乏对非正式制度的社会网络养老保障功能与机制的研究。在政府公共部门"物质"资源有限的客观条件下,关注老年人社会网络所具有的四类保障功能——物质保障、安全保障、精神保障、尊重保障,尤其具有现实意义和社会价值;重视老年人社会网络建设,补充并配合正式养老保障制度的实施,将实现两者的相辅相成,相得益彰。

The social security system for the elderly can be divided into two main channels,one is the formal institutional support,the other is the informal social network support.But until recently,almost all the research on social security of the elderly has focused on formal security systems,and research on the security function and mechanism of informal social networks for the elderly severely lags behind.This study suggests that under the conditions of limited ＇material＇ resources provided by public sectors,the four security functions for the elderly social networks,namely,material security,safety security,spirit security,and respect security,are of particular practical significance and social value.Therefore,much attention should be devoted to the construction of elderly social networks,which will complement and work in line with the formal social security systems for the elderly.Based on prior studies,this study presents a functioning mechanism model of the elderly social networks.
