In the thesis, several issues are pointed out, such as the inactive power of supervision enterprise, low current fee, unreasonable way of contracting business, deficient supervision, unqualified supervisor, and so on, which have negtive impact on construction supervising enterprises. Accordingly, a series of measures have been taken, including macro management of supervising enterprises, reasonable standard of charging, effective training of supervision staff, etc.
