中国西部牧区生态移民后续发展对策探析

A Probe into the Developmental Countermeasure after Ecological Migration in Western Pasturing Region of China

生态移民是国家为改善生态环境、消除区域性贫困而实施的重要战略。中国西部牧区是该战略实施的重点区域,由于其生态环境修复难度大、移民规模大、时间空间跨度大,使得移民的安置及后续发展问题成为生态移民战略实施的关键。本文分析西部牧区生态移民进程中存在的问题,探讨促进迁出地生态环境恢复,以及迁入地移民生产、生活可持续发展的可行性对策,在保障移民生活富足的基础上实现生态、经济、社会的协调发展。

Ecological migration is a significant strategy of China to improve ecological environment and eliminate regional poverty.The western region of China is the key region of conducting this strategy.Due to the fact that the restoring of ecological environment is difficult,the migration scale and span is large,the work of development after migration becomes the key issue in implementing the strategy.This article analyses the problems in the course of migration and based on the analysis,discusses the restoring of ecological environment in emigration regions,the feasible countermeasure to the sustainable development of immigrants＇ production and life.A harmonious development of ecology,economy and society should be realized on the basis of guaranteeing immigrants an abundant life.
