摘要
目标责任制作为我国"十一五"期间节能的主要管理制度,在"十一五"节能过程中具有非常重要的地位。文章分析了节能目标责任制的内涵,并着重对节能目标责任制在"十一五"节能过程中所起的作用和不足进行分析和评价。
As an important energy-saving management institution in China＇s 11th Five-Year Plan,target responsibility system played a key role in achieving energy-saving target.This paper analysis the content of energy-saving target responsibility system,and evaluates the achievements and limit of target responsibility system in the process of achieving energy-saving target.
