摘要
流域污染赔偿已成为研究与实践的热点,赔偿标准作为污染赔偿机制的核心内容,方法确定很关键。在已有研究的基础上,进一步探讨基于污水治理成本的污染赔偿标准确定方法。首先筛选河南省污水处理厂数据,采用聚类分析法,借助EXCEL软件建立了污水处理厂进水化学需氧量浓度与治理成本关系的计量模型。其次根据河南省水质情况,利用污染物处理效益,确定污染赔偿因子化学需氧量和氨氮的赔偿标准;最后将研究结果与国内生态补偿办法中的标准对比,进而分析污染赔偿标准的合理性。
Watershed Pollution Compensation has become a hot research and practice,as the core of pollution compensation mechanism,the compensation standard methods was critical.On the basis of existing research this article explored the method of pollution compensation standard through studying the cost of sewage treatment.First,we filter the data of sewage treatment plants in Henan Province with cluster analysis and use EXCEL software to build the measurement model of relationship between sewage treatment plant influent COD concentration and treatment costs.Next,according to the water quality in Henan Province,we use pollutant treatment efficiency to determine pollution compensation factor the COD and ammonia nitrogen compensation standards;at last we make a comparison between the research results of ecological compensation and the internal standard method,and then analyze the reasonableness of pollution compensation standard.
