关于中国循环经济发展现状的思考

Some Considerations about Current Situation of China's Recycling Economy

目前,我国经济高速增长与资源不足的矛盾愈加突出,发展循环经济已经势在必行。循环经济在我国的实践探索主要通过设立循环经济试点园区来推行,从实践效果来看,我国循环经济在地位确定、政策层面、技术力量、考核制度、激励制度等方面均存在明显不足。针对这些不足,本文提出了明确政府和企业及公众在发展循环经济中的地位和职责、建立健全相关政策法规体系、建立绿色技术支撑体系、正确处理短期效益和长期效益的关系、推广绿色消费、开展绿色教育等一系列改善措施。

Nowadays,with the acute imbalance between the rapid growths of economy and inadequate resources of China,developing recycling economy is highly required.To set up Recycling Economic Pilot Industrial Park is a major way of practical exploration in China and there are still many shortcomings in the aspects of technical force,feedback systems and incentive systems,etc.For these inadequacies,this paper proposed the roles of the government,enterprises and public in the process of developing recycling economy,and some measures such as setting up and improving the policy and law system,building up ＂green＂ technical supporting system,balancing the relationship between short-term benefits and long-term benefits,etc.were also presented in this paper.
