新时期西部地区面临着既要加快经济发展,又要治理和保护生态环境,确保生态环境安全的双重任务和两难选择。西部地区要走生态与经济双赢的道路,理性的选择是以经济发展生态化为目标转变经济发展方式,把社会经济发展和生态环境建设有机结合起来。西部地区要实现经济发展方式转变,必须要把发展的经济价值、生态价值与人文价值协调与统一起来;要以发展循环经济为载体,建立西部生态与经济协调发展的互动机制;还应该重构和完善科学的政绩考核标准和评价机制,为经济发展方式转变提供保障。

It is a difficulty choice to balance that is to accelerate economic development and protect ecological environment safety in this new period in west areas.The Win-win strategy is to take economic development ecologization as the aim to change the pattern of economic development ,and make a dynamic integration of social economic development and the con- struction of ecological environment.It is also a key point to take consideration of economic value,ecological value and human value as the change of economic development pattern.At the same time,the recycling economy should be taken as the supporter so as to consider the combination of economic development and environment protection.It is also important to reconsitute and perfect the political performance criteria and assessment system as the safeguard of the change of economic development pattern.
