新农村建设的实质在于利用外部性资源促进村庄的内源性发展,村庄内源性发展的关键是促进农民能力建设。农民能力建设与新农村建设是一种相互促进的互动关系。一方面,农民能力建设是新农村建设的重要内容和基础,另一方面,农民能力建设又是新农村建设的价值旨归。因此,研究农民能力建设的内容、途径及其机制创新,对于新农村建设具有重要的意义。

The substance of new rural construction is to make use of exogenous resource to promote the endogenous development of the village.The key to the endogenous development of village is to improve farmer＇s ability construction.Between farmer＇s ability construction and new rural construction,it is a relationship of promoting each other.On one hand,farmer＇s ability construction is an important part and foundation of new rural construction.On the other hand,farmer＇s ability construction is the value orientation of new rural construction.As a result,studying of the content,channel and mechanism innovation of farmer＇s ability construction is of great significance to the new rural construction.
