首先对国外农村人力资源开发的典型模式进行梳理,通过比较分析概括其共性,进而针对我国农村人力资源整体素质较低的现状,借鉴发达国家的经验,从推进农村教育、完善劳动力转移机制和加强农村人才培养等方面,提出合理化建议。

This essay analyzes the typical pattern of rural labor resources development in foreign countries by means of comparing and summarizing its common characteristics,lays great emphasis on importing foreign experience to the question of low quality of rural labor resources and then makes reasonable suggestions in terms of promoting rural education,advancing labor transfer system and strengthening rural labor training.
