摘要
由于缺乏整体的制度设计,各地积极探索的农村社会养老保险制度仍然停留在地方分割、低统筹层次上,制度"碎片化"趋势严重。"碎片化"社保制度存在种种弊端,这种"摸着石头过河"渐进式制度变迁显示出强烈的路径依赖特征。克服原有制度路径依赖,我们必要进行制度创新,发挥政府在制度变迁中的主导作用,建立全国统筹的、全民性的基本养老保险制度,同时发挥政府财政配置作用。
Aslack of overall system design,rural social endowment insurance system which regions actively explore still stay in local segmentation,low-level co-ordination,＂Fragmentation＂ serious.Fragmentation system has various kinds of defects,This mode of progressive institutional change shows a strong characteristics of path dependence,binary thinking let ＂fragmentation＂ on the rise.We need innovate institution to overcome the path dependence,government should play a leading role in the institution change,establish a national co-ordinated and universal basic pension insurance system,to play the government＇s roles of financial allocation.
