摘要
提高矿产资源综合效益的科学评价体系涉及技术、经济、环境效应和政策法规等方面,主要包括:矿产勘查综合评价体系、矿产资源综合利用评价体系、矿产资源战略评价体系、自然资源综合评价体系和机制——政策体系。文章重点阐述了矿产资源战略评价体系、自然资源综合评价体系、机制政策体系的具体内容,并探讨了提高矿产资源综合效益与经济、环境效益和政策法规等方面的内生联系。
Scientific evaluation system of overall efficiency of mineral resources mainly include the comprehensive evaluation system for mineral exploration;the evaluation system of comprehensive utilization of mineral resources;the strategic evaluation system of mineral resources;integrated evaluation system,mechanism and policy system of natural resources.This paper focuses on the strategic evaluation system mineral resources;and integrated evaluation system,mechanism and policy system of natural resources.It discusses the endogenous contact among improving comprehensive utilization of mineral resources,economic and environmental benefits,and policies and regulations.
