Property Right System of Rural Lands and Economical and Intensive Utilization of Land

根据我国学者对农村土地制度的研究和产权经济、制度经济的探索,我国农村土地应实行私有化,赋予农民完整的土地产权,以打破"三农"问题的僵化局面,使农民以独立自主的市场主体地位进入土地产权交易市场直接参与市场交易活动,寻求实现土地经济价值最大化的有效途径,实现土地的潜在的巨大收益,以实现土地资源的节约、集约利用。

By means of the study on rural land system,property right economy and institutional economy by Chinese scholars,this paper argues that for the purpose of realizing economical and intensive utilization of land resources,china's rural land should be carried out privatization;the peasants should be entrusted the whole land property rights;the peasants should enter into secondary market of land property right and directly participate in market transactions as the main player in the market independently;the effective way to realize the maximum of land economic value must be explored and the potential great benefits from land must be achieved.
