日本地震海啸导致福岛第一核电站发生爆炸引发核危机，科学技术的两面性问题又一次成为人们关注的焦点。一方面，科学技术是第一生产力，是推动人类社会发展的革命性力量。另一方面，科学技术使人类社会面临各种各样的风险，具有不确定性和两面性。文章从科学技术的本原入手，剖析了科学技术的两面性，提出了应对科技风险的对策建议，力求理清人与科技间的根本关系。

Earthquake and tsunami in Japan led to explosion of the first nuclear power plant in Fukushima, so the two sides of the issue of science and technology has once again become the focus of attention. On one side, science and technology are primary productive forces, are the revolutionary forces to promote the development of human society. On the other side, science and technology make human society facing a variety of risks, with uncertainty and the two sides. The paper starts from the primitive of science and technology, analyzes the two sides of science and technology, makes suggestions of response to technological risks, and strives to clarify the fundamental relationship between people and science and technology.
