摘要
随着石家庄滹沱河、太平河的生态防洪工程建设,带动了石家庄西北部的发展步伐,而太平河超标准洪水行洪区域内的工矿企业、村庄的发展,严重受到防洪制约。为解决这一问题,对太平河行洪区防御超标准洪水提出了一些对策。这些对策包括对太平河按200年防洪标准加高堤防、部分洪水从沿南水北调总干渠导入滹沱河或者在太平河、古运河上游将洪水导入滹沱河。这些措施的采用,可以有利于石家庄市城区防洪安全、促进区域经济发展、改善生态环境和提高石家庄滹沱新区投资价值。
The construction of ecological flood control projects of Hutuo River and Taiping River has contributed a lot to the development of the north-west part of Shijiazhuang, while the development of industrial and mining enterprises and villages is severely constrained by the flood control in discharge areas of Taiping River. To solve this problem, countermeasures to extralarge floods in discharge areas of Taiping River are provided, including, increasing the height of embankments according to a 200-year Taiping River flood control standard, diverting part of flood along the main channel of South-to-North Water Transfer Project into Hutuo River, and leading upstream flood of Taiping River and Ancient Canal into Hutuo River. The adoption of these measures can help Shijiazhuang control flood, promote regional economic development, improve ecological environment and raise investment value of Hutuo area.
