欠发达地区农村公共服务供给体制创新——以云南省为例

Rural Public Service Supply System Innovation in Less Developed Areas——A Case Study of Yunnan Province

现阶段,加快云南省农村公共服务供给的发展步伐,既关系到云南经济、社会的整体发展,增强综合实力和辐射带动能力,又涉及到农村富余劳动力转移和农民增收,关系到如何构建合理的城乡发展体系,促进经济、社会的协调和可持续发展。笔者通过对云南省农村公共服务供给的现实考查,分析出云南省现行农村公共服务供给体制上的弊端是导致农村公共服务严重滞后的根本原因,从而提出创新农村公共服务供给体制的政策建议。

Speeding up the development of rural public service supply in Yunnan is not only fa-vorable for the comprehensive development of economy and society in Yunnan, but also for the transfer of rural surplus laborers, farmer＇ s income, and the construction of reasonable urban - rural development system to promote coordinated and sustainable economic and social improvement. Based on the investigation of Yunnan province rural public service supply, this paper holds it is the malpractice of the present system of rural public service supply in Yunnan that keeps the countryside public service lagging far behind and proposes some suggestions to innovate the system.
