摘要
以经济实力、创新能力、集群竞争力和区域支撑能力四个方面为一级指标,创新投入、创新产出、经济发展、经济辐射、产业集中度、产业聚合度、基础设施完善、区域文化、政府支持为二级指标,以及30多个三级指标构建了高新科技园区的评价指标体系;采用层次分析法确定各指标的组成权重,并对指标进行平滑处理;根据指标的赋值,用线性加权方法计算指标体系的综合值。
Choosing economic strength, innovative ability, cluster competitiveness and regional support ability as primary index, innovation investment, innovation output, economic development and economic radiation, industrial concentra- tion, industrial polymerization degree, perfect infrastructure, regional culture, and government support as secondary in- dex, as well as more than 30 third-level index, this paper constructs the hi-tech park competitiveness evaluation index system. Then using Analytic Hierarchy Process, it determines the weight of each index, and smoothes indexes. Accord- ing to the assignment of the indexes, it applies linear weighting method to calculate the integrated value of index system.
