广州城市园林绿化的民营化探析

An Analysis on Privatization of Guangzhou city landscaping

论述了城市园林绿化对促进社会经济的发展、城市居民生活水平的提高等具有重要作用。目前,广州民营经济实力的增强、绿化行业发展的潜力及相关政策制度的支持,促使广州城市园林绿化具备进入竞争所需要的条件,具有民营化的可行性。同时,传统的经营模式已不能满足当前园林绿化的发展需求,民营化经营已是广州城市园林绿化发展的必然选择。在经营模式方面,广州城市园林绿化可以参照公用事业民营化模式,采取BOT、TOT、纯民营化、经营权与产权民营化等模式进行。

City landscaping plays an irreplaceable role in promoting the development of economy, enhancing the standard of living of urban residents and so on. At present, with the stronger development of nongovernmental economy of Guangzhou, the development potential of afforestation industry and related support of policies as well as institutions, Guangzhou city landscaping, which has the feasibility of performing privatization, is provided with requisite conditions for competition. The traditional model cannot fulfill the development trend of urban landscaping at present, it is inevitable for Guangzhou city landscaping to take privatization as development model. As for managerial model, the construction of Guangzhou city landscaping could draw references from the privatization practice of public utility adopting models as BOT, TOT,sheer privatization, managerial authority and property right privatization and so on.
