民族地区要想在新一轮西部大开发中实现与全国同步实现小康,就必须加快发展步伐。然而,传统政府管理模式已成为民族地区发展的主要制约因素。因此,推进政府管理创新乃是民族地区冲破发展瓶颈的制胜之策。

The steps of development should go faster in minority areas and thus, the well-off society will be realized together with the whole country during a new round of western development. However, traditional governmental management pattern becomes the main restrictive factors for development of minority areas. Therefore, the improvement of the innovation of governmental management is the strategy to success for breakthrough of their development bottleneck.
