国外跨流域调水管理对我国水资源配置的启示

Enlightenment of foreign trans-basin water diversion management to water resources allication in China

跨流域调水已经成为我国水资源配置的一项重要措施,但当前我国的跨流域调水法律不健全,管理制度与机制不完善,迫切需要制定相关的管理办法。介绍了国外跨流域调水的法律体系建设情况和管理措施,美国东部5个州跨流域调水法令的框架和重点内容,结合我国水资源管理现状及特点,提出了我国在跨流域调水管理中需要加强的有关措施。对完善我国跨流域调水管理法规体系建设具有重要参考作用。

Trans - basin water diversion has become an important measure for water resources allocation ; however, the relevant management practices needs to be developed as soon as possible due to the unsound law of trans - basin water diversion and imperfect management systems and mechanisms in China. The construction of legal system and management measures on foreign trans - basin water diversion and the framework and main content of water diversion law across five states of the eastern U. S are introduced. Combining with the characteristics of current situation of water management in China, it is proposed that the relevant management measures of trans - basin water diversion need to be strengthened, which has an important reference to the improvement of trans - basin water diversion in China.
