图书馆服务的新定位与分享著作权利益的新内涵

On the New Orientation of Library Services and the New Meanings of Copyright Interest Share

"十一五"规划期间,党和政府对公益性文化事业与经营性文化产业进行科学地区分,要求图书馆明确自己的功能和定位,把加强公益性文化服务摆在突出的位置。图书馆公益性服务模式的准确定位,加之图书馆平衡著作权人与公众利益的专有特性,使其在著作权法中的地位须重新界定,也意味着图书馆分享著作权利益被赋予新的内涵。

In the period of ＂Eleventh Five-Year Plan＂, the Communist Party of China and the government have distinguished scientifically the public： cultural undertaking and cultural industry, demanded library to clarify its function and orientation, and put the strengthening of public cultural services in a prominent position. The accurate orientation of library public service mode and the exclusive characteristic of library balancing the interests of the copyright owner and the public make library＇ s position in the copyright law must be re-defined, which means to give new meanings to the copyright interest share of library.
