摘要
质量工程是教育部促进高校提高教学质量而做出的重大战略举措。特色专业是质量工程项目之首,以特色专业为例阐述高校教学质量工程项目目标管理的困境与权变设计具有一定的指导性意义。目标管理作为一种项目绩效管理的具体方法,已被证明是评价项目绩效的理想工具。他的有效实施有赖于绩效目标设置正确合理,绩效目标指标尽可能量化,绩效评价信息能有效获取以及目标绩效的评估。高校特色专业建设点的目标管理存在具体建设目标设置困难,实际建设过程监控难,绩效考核不易操作等困难。为了实现教学项目绩效的帕累托最优,我们要做到定量评价与定性评价相结合,结果考核与过程考核相结合,自我评价与学校考评相结合,适度奖励与责任追究相结合。
Quality project is a major strategic measure taken by the Ministry of Education to improve teaching quality of institutions of higher learning.Being the most important part of the quality project,distinctive specialty can be used as an example to elaborate on the dilemma and the contingency design of the target management of the teaching quality project in colleges and universities.As a specific method of project performance management,target management has been proved to be an ideal way of evaluating the project.Its effective implementation depends on the reasonable target set for performance,quantification of the target indexes,availability of the data of performance evaluation,and the assessment of the target performance.However,there are some difficulties in the target management of distinctive specialty construction in colleges and universities.It is difficult to set the specific targets,to exercise supervision over the actual construction,and to make the performance evaluation.In order to optimize the results of the teaching project,we should combine qualitative assessment and quantitative assessment,result assessment and process assessment,self-assessment and school's assessment,moderate rewards and investigation of responsibility.
