Low-Carbon Concept and Low-Carbon City Construction

我国出现低碳城市建设热,甚至一些城市出现伪低碳现象,其原因是城市建设者缺乏正确的低碳理念,导致低碳城市建设出现盲目跟风现象。低碳城市建设应以正确的低碳理念为指导,通过科学合理的低碳城市规划,采取措施促使城市碳排放外部性内在化,量化碳排放目标,实施碳足迹信息公开制等多种形式,最终实现城市的减碳目标,走符合城市自身特色的可持续发展的城市建设之路。

Recently, there has an upsurge of construction of low-carbon city in China, even appears pseudo-low-carbon phenomenon in some cities. The primary reason is the lack of correct low-carbon concept and idea for the city erectors. And it leads to the follow herd phenomenon on ＂low-carbon city construction＂. Low-carbon city construction should be based on the correct low-carbon concept, through scientific and reasonable low-carbon city planning, and take measures to make externality of carbon emission to become internalization, quantize carbon emission targets, set up the publication information system of carbon footprint of city, finally realize carbon reduction target of the city, go on the sustainable development way of city construction with the city＇s own characteristics.
