Obstacles and Solutions of Establishing Learning Mini-Government in the Context of E-Government Affair

在21世纪的头十年,电子政务和学习型政府是政府管理理论与实践中最为热门的两个概念。但是不可否认的是,无论是电子政务还是学习型政府,从实践的角度上看中国都尚未达到成熟的水平。现阶段由电子政务取代传统政务已经成为一个不可扭转的趋势,而电子政务所依赖的信息化技术,又是一个发展变化极为迅速的知识体系。因此,为了在政府部门中深入推行电子政务,必须要建立学习型政府微政府组织,以促进公务员知识的不断更新,进而适应电子政务的发展步伐。

During the first ten years of 21st century,both E-Government and Learning Government are the hottest concepts in the theory and practice of government management.But In practical terms,it is undeniable that neither E-Government nor Learning Government reached maturity in China.It has become an irreversible trend to supersede traditional government affairs by E-Government at the present stage.However,Information technologies which are depended by E-government are the knowledge system of developing quickly.For pushing forward E-government in government,it is necessary to Establish Learning Mini-Government in order to continuous update officials＇ knowledge,and then suit the developing steps of E-Government.
