The way to harmony——On the petition system by Chinese government

用政治学新制度主义的理论和方法对中国特色社会主义信访工作系统进行制度分析,如果从制度所产生的实际效果而不是从意识形态或某种先验的教条出发,中国政府独有的信访制度无疑在政治稳定和政治沟通方面发挥了不可替代的作用,从而构成了中国经济持续30年稳定快速增长的先决条件之一。

This paper attempts to explore the mechanisms of the Chinese petition work with the neo-institutionalism of political science. It is argued that the petition work functions for effect rather than ideology which, in turn, helps with the political stability and communications, acting as a precondition for the Chinese steady economic development in the past 30 years.
