根据千阳县的实际情况,提出了建立监测预警设施、监测预警平台、防御转移预案、组织责任体系、宣传培训演练等非工程措施,实现预警及时、反映迅速、转移快捷、避险有效,全面提高山洪灾害防御水平。

Aiming at the acutual situation of Qianyang county,the paper puts forward some non-engineering measures,such as establishing monitoring alarm facility,monitoring alarm platform,preventing and transferring plan,organizing responsibility system,and propagandizing traing and drilling,to alarm and transfer in time so as to enhance the prevention of torrent risk.
