Three transition periods of economy have taken place in Hong Kong.The government of Hong Kong has made the corresponding measures of human capital investment according to the need of the economy transition to accelerate the economic transformation.Shanghai is going through an economic transformation,which has plenty in common.This article summarizes the experiences and lessons of the human capital investment of Hong Kong and suggestions are given to the human capital investment of Shanghai in the transition period of economy.
