阐述了农村小型农田水利设施的现状,从投资主体界定、基层干部管理和农户信心3方面分析了农村小型水利建设投资主体缺位的原因,并提出了相应的对策。

The status quo of rural water conservancy projects of small scale were elaborated.The reasons of investment subject absence on rural water conservancy projects of small scale were analyzed from the investors define,grassroots cadres management and the confidence of farmers,and the appropriate countermeasures were proposed.
