区域一体化视角下的“首都经济圈”战略研究

A Research on the Development of "Capital Economic Circle" from the Angle of Regional Integration

打造"首都经济圈"是我国区域发展总体战略的重要组成部分,对于保障首都功能实现、提升区域竞争力和引领我国经济转型和崛起具有重要意义。本文明确了"首都经济圈"范围界定的原则、具体范围、圈层划分及各个城市的职能分工,提出要充分发挥国家层面的规划引导作用,明确"首都经济圈"的核心功能,创新区域合作的体制机制,推动基础设施一体化建设,强化生态环境建设和绿色发展,实现区域经济一体化发展。

As an important part of China＇s regional integration development strategies,the development plan of the Capital Economic Circle has great importance to guaranteeing the playing of the roll of the country＇s capital functions,improving the capital＇s competitiveness,as well as leading China＇s economic transformation.This paper proposed the definition,specific scope,circle division and the function division of ＂Capital Economic Circle＂.The paper suggested that in the course of construction of ＂Capital Economic Circle＂,we should follow the guidance of the state plans,identify its core functions,innovate institutional mechanisms,strengthen infrastructure and enhance the ecological environment construction.
