摘要
绩效考核是人力资源管理的一项核心内容。结合对基层税务机关推行绩效管理必要性的认识,就目前将绩效管理导入基层税务机关所存在的问题进行了分析,进而针对这些问题,提出了完善绩效管理系统和改进绩效考核体系、突出管理创新和提高考评质效,以及建立科学的"三结合"考评机制等对策性措施。
Performance appraisal is essential to human resources management. Based on the necessity of implementing performance management in grassroots taxation authorities, the paper analyzes the problems e-merged during the introduction of performance management into the local departments. Countermeasures are proposed to improve the management system, to reform the assessment system, to stress innovation and efficiency, and to establish scientific "three-in-one" mechanism.
