全民健身志愿服务长效化法理思考

On Legal Protection of Long-term Voluntary Service for National Fitness

根据《建立全民健身志愿服务长效化机制工作方案》提出的要求,从法理上分析了将全民健身志愿服务纳入法制化轨道的理论基础。建立长效化的法律保障机制应当顺应体育水平现实差距的现状,采用赛事性志愿服务与非赛事性志愿服务相结合、专业性志愿服务与非专业性志愿服务相结合以及组织性志愿服务与非组织性志愿服务相结合的模式,在法律规范的建构要以存在的问题为中心,对现有的制度进行调整和完善,实现诸法互补、保障有力的法治环境。

According to the Work Plan on Establishing the System of Long--term Voluntary Service for National Fitness, it is essential to analyze the theory of legal protection of voluntary service for national fitness under the view of jurisprudence. Establishing the system of long-term voluntary service for national fitness should face the difference of sports level in reality and choose the model of the combination of match and non-match service, professional and non-- professional service, and organized and unorganized service. From the perspective of norms, the enacted rules should be checked and improved to realize the co--operation of laws.
