上海清明突发事件预防与应对的系统管理

Prevention and systematic management of sudden events at Chingming Festival in Shanghai

以往对于清明的研究主要是从风俗文化、殡葬服务及局部系统运营的角度分析清明现象.本文则以上海清明祭扫为背景,首先对上海清明系统现状进行介绍,并总结出近年来上海清明祭扫的若干特点,然后从整体系统的角度分析了上海清明突发事件与清明系统的内在联系及特点,并在此基础上提出相应的对策建议,以期对清明突发事件进行系统管控.

Existing research results of Chingming Festival are concerned usually about the areas of custom,culture,funeral service and local system operation. The paper takes Chingming Festival in Shanghai as a case, reviews its situation and progress and summarizes the characters of the case. The potential relationship between sudden events and Shanghai Chingming Festival system was studied and a set of strategy was also proposed in order to make a systematic management of the Chingming Festival sudden events.
