文章分析了全流域多年平均可利用洪水资源量,并从工程与非工程角度论述了洪水资源利用的可行性与可靠性。

This paper focuses on the analysis of the average amount of flood resources available in the whole area.Besides,the feasibility and reliability of the exploitation of the flood resources are analyzed elementally from both engineering and management point of view.
