转型期河北省城市化发展战略探讨

URBANIZATION DEVELOPMENT STRATEGY OF HEBEI PROVINCE DURING THE TRANSITION PERIOD

国家提出了以科学发展为主题,以加快转变经济发展方式为主线的发展思路,同时指明了经济结构战略性调整、科技进步和创新、保障和改善民生、建设资源节约型、环境友好型社会作为实现"十二五"发展目标的基本要求,明确了以大城市为依托,以中小城市为重点,逐步形成辐射作用大的城市群,促进大中小城市和小城镇协调发展的城市化战略格局思路。在新的发展环境和阶段,河北省如何发挥近京临海的区位优势,构建城市化战略新格局,转变城市发展方式,推动产业和人口聚集,提高城市综合承载能力,走新型城市化道路需要进一步探讨。

The central government has put forwards the scientific concept of development and speeding up the transition of economic development pattern.The economic restructuring,scientific and technological progress and innovation,ensuring and improving people＇s livelihood,setting up resourceconservative and environment-friendly society are the basic requirements to realize the targets set in the 12th Five Year Plan.The central government has also put forwards that with large cities as the base and medium and small cities as the focus;gradually give shape to city clusters that play a large fanning role;and facilitate a well-coordinated development between large,medium,small cities and small towns.In the new environment and stage of development,how to take Hebei Province＇s advantage of being close to Beijing and adjacent to the sea to build a new urbanization pattern？ How to change the pattern of urban development？ How to promote the industrial and population concentration,to improve cities＇ overall capacity,and to explore a new way in the urbanization？ All the problems need to be further explored.
