加快河北省沿海地区发展规划研究

PLANNING RESEARCH ON SPEEDING UP THE DEVELOPMENT OF HEBEI COASTAL AREAS

国家宏观背景条件下,河北沿海地区加快发展即将上升为国家战略。本文在分析论证河北省沿海地区发展条件基础上,提出要充分发挥河北沿海独特区位优势,明确战略定位,提出了构筑"一带两轴三组团"的区域空间发展新格局,积极培育北戴河新区、唐山湾生态城、黄骅新城三个沿海新的增长极,并就沿海地区的产业、交通、生态景观等支撑条件和促进沿海地区快速崛起的对策措施提出了规划建议。

Under the macroscopic background,accelerating the development of Hebei coastal area will rise to a national strategy.Based on the analysis of the development conditions of the Hebei coastal area,this paper proposes to fully exert the locational advantage of Hebei coastal area and make definite orientation for the area,and presents to establish an alternative regional spatial development pattern which is featured by ＂one belt,two axis,three groups＂,to actively cultivate three new growth pole including Beidaihe New Area,Tangshan Bay Eco-City and Huanghua New Town.Then it makes suggestions from urban planning perspective on the supporting conditions including industry,transport,ecology and landscape etc.and the countermeasures to improve the rapid growth of the coastal area.
