论我国公共教育资源公平配置的制度保障

On the Security System of the Fair Allocating of the Public Educational Resources

公平是公共教育资源配置的基本价值追求,强调并逐步实现教育资源配置的公平化,是社会公平价值在教育领域的重要体现。我国目前存在的城乡之间、义务教育与高等教育之间、地区之间、同一区域之间、高等教育内部之间的资源配置失衡状况,要求尽快建立一套保证公共教育资源公平配置的制度体系。建立和完善教育资源有效配置的政策制度是保证教育资源供给和平衡的前提,建立完善的行政管理制度是保证政策具有执行力的关键,通过法律保障制度追究违规行为是防止教育资源配置权滥用的重要防线。

Equity is the basic value of fair allocating of the public educational resources. Stressing and realizing the fair allocation is an important manifestation of the social equity value in the field of education. In China, the imbalance allocation of educational resources between urban and rural areas, compulsory education and higher education, different regions, between the same region, and different higher schools, request that we should establish a security system to ensure the fair allocating the public education resources as soon as possible. Through establishing the policy security system, the administrative system and the legal security system of the public educational resources, we can promote and protect the fair allocation of the public educational resources.
