吉林省乡村人居环境建设困境与优化路径分析

Improvement of Human Settlement Environment in New Socialist Countryside Construction in Jilin Province

国家"优先工业和城市"的战略选择使吉林省城乡人居环境的"二元"特征明显,吉林省乡村人居环境建设存在着乡村聚落空间无序化发展,乡村生态条件破坏严重,公共基础设施建设匮乏,乡村传统文化逐步消亡等问题。乡村人居环境建设是一项系统工程,短时间内难以完成,需要经济社会、文化观念、生态环境、城乡统筹等多方面逐步协调发展。为了破解上述问题,吉林省应科学制定乡村规划,优化乡村布局;促进农业产业化,提高农民住房投入能力;拓宽融资渠道,加大扶持力度;发展乡土文化,促进和谐乡村社区建设。

The strategy of ＂Giving priority to industry and city＂ in China has increased the degree of the characteristic of the ＂dual structure＂ of human settlement environment.There are a lot of problems in the construction of rural settlement environment in Jilin Province：rural settlement has developed disorderly;rural ecological conditions are damaged seriously;public infrastructure is lack of construction;and rural traditional culture is disappearing gradually.Construction of rural human environment is a systematic project that is difficult to complete in short time,so it requires coordinated development of economy,society,cultural values,environment,and overall planning of urban-rural areas.In order to solve the above mentioned problems,the province should formulate the rural planning scientifically and optimize the layout of rural settlement;advance the agricultural industrialization to drive the capability of farmers＇ housing input;enrich the means of obtaining funds,increase the degree of support;develop rural culture,and promote the construction of harmonious rural communities.
