完善西部地区生物多样性法律保护的思考

Thinking About Improving Legal Protection of Biodiversity in Western Region

生物多样性是人类赖以生存和发展的基础和根本。广袤的西部地区是我国生态环境整体稳定和平衡不可分割的区域,其生物多样性保护也是我国生物多样性保护的重要组成部分。在经济不断发展的今天,西部地区丰富的生物及森林资源面临着生物多样性减少、外来物种入侵等多重危机。尽管我国保护生物多样性的法律制度体系已经初步形成,但无论是国家立法还是地方立法都有诸多不足之处,缺乏针对性和系统性。在西部大开发不断深入进行地过程中,亟需建立健全保护生物多样性的法律,同时不断提高地方环保立法和执法水平,从各个层面完善对西部地区生物多样性的法律保护,实现西部地区的可持续发展。

Biodiversity provides human beings with a foundation and basis for their survival and development.The wide western region is an integral part of China in terms of the whole country＇s eco-environmental stability and balance.Biodiversity protection in the region is also a part of the whole country＇s.With economic development,the abundant biological and forest resources in the region are facing a number of crises,such as biodiversity decrease and alien species invasion.Although China＇s legal system for biodiversity protection has taken initial shape,deficiencies exist in both the national legislation and local legislation due to their lack of pertinence and systematization.With the progressing of China＇s Western Development,there is a urgent need to make and improve laws for biodiversity protection,and at the same time,to continuously enhance local environmental protection legislation and law enforcement.Improving legal protection at all levels for biodiversity in western region will benefit the region＇s sustained development.
