基于政府合作视角的区域协调发展战略——以安徽参与长三角区域发展分工为例

Coordinated Regional Development Strategy Based on Government Cooperation——A Case of Anhui Participating in Development Division of the Yangtze River Delta

长三角区域城市经济辐射能力的有限性决定了安徽省需要通过发展自身的中心城市来引领全省经济参与长三角区域发展分工。然而,从政府合作的角度来看,安徽省内行政区之间依然存在恶性竞争关系。这需要通过强化中心城市的核心地位和推进其对资源由集聚向扩散的转变速度,改革对中心城市政府的考核指标,强化省级政府对投资的宏观环境一体化、公共服务均等化的建设能力等措施,实现区域协调发展,提升全省经济实力,以全面参与长三角区域的分工合作。

Limitation of the urban economic radiation capacity of the Yangtze River Delta decides that Anhui participates in the development division of the Yangtze River Delta by developing its central cities and the leading economy.However,from the angle of government cooperation,there are still vicious competitions among districts in Anhui province.To solve this problem,great efforts should be made to strengthen the core position of central cities and accelerate the resources change from concentration to decentralization.The assessment standard of government performance should be reformed,and measures should be taken to strengthen the provincial government＇s building capacity to realize the macro investment environment integration and equalization of public services,thus regional coordinated development can be reached,and overall provincial economic strength can be boosted.Only in this way can Anhui province participates fully in division and cooperation in the Yangtze River Delta.
