摘要
公共政策所涉及的利益可以分成具有社会分享性的公共利益、具有组织分享性的公共利益和具有私人独享性的个人利益。新能源产业既关系到公共利益的维护,又关系到个人利益的实现。四川新能源产业的发展要努力实现个人利益、组织利益、公共利益的和谐。从制约新能源产业发展的资源和环境问题入手,分水能、生物质能、核能、新能源装备四个方面进行现状描述,并从利益分析的视角分政府、企业、个人三个层次分析制约其发展的因素,提出四川新能源产业发展要遵循一种"政府主导+市场运作+社会参与"的模式。
The interest related to public policy can be divided into public interest shared by the whole society,organization interest shared by one organization,and personal interest shared by individuals.New energy industry relates to both the public interest and the personal interest.Therefore,the harmonization of public interest,organization interest,personal interest must be achieved in new energy industry development.The article first analyzes the problems of resources and environment,and describes the status of water energy,biomass energy,nuclear energy and new energy equipment.Then from the perspective of interest analysis,the authors analyze the three elements restricting the development of new energy industry:government,enterprise and citizens.Based on the above analysis,we put forward that new energy industry development in Sichuan should follow the pattern of 'government leading,market operation and society participation'.
