“十二五”时期城乡一体化发展的思路——以黑龙江省为例

The Development of the Integration of Urban and Rural Areas in the "1025" Period:Taking Heilongjiang Province as Example

城乡一体化发展是我国现代化和城市化发展的新阶段,"十二五"时期是统筹城乡发展,推进城乡一体化建设的重要时期,本文以黑龙江省为例,从城乡经济发展和社会发展两个方面,分析了黑龙江省城乡一体化发展的差距,找出制约黑龙江省城乡一体化发展进程的历史、认知、政策、产业和体制等影响因素,在此基础上,从促进城乡规划一体化、产业发展一体化、公共服务一体化、劳动就业一体化和社会管理一体化五个方面,提出黑龙江省"十二五"期间发展城乡一体化的构想。

The urban - rural integration is a new stage of development for China＇ s modernization and urbanizationin the ＂1025＂ period. This paper, taking Heilongjiang province as an example, analyses the present state of urban - rural integration and finds out the factors restricting its development. On this basis, it proposes a plan for the development of urban and rural integration in the ＂1025＂ period, in terms of urban and rural planning, industry development, public service, employment, and social management.
