摘要
2010年4月20日,墨西哥湾上的"深水地平线"石油钻井平台发生爆炸,并引发溢油事件,凸现了人类海洋开发活动蕴藏的环境风险。海洋开发中的环境风险包括破坏海洋环境的风险、破坏海洋生态系统的风险以及带来的次生风险等,主要由技术因素、组织因素、制度因素等原因造成,对此需要引起重视和必要的控制。
On April 20, 2010, the ＂Deep--Water Horizon＂ drilling platform in the Gulf of Mexico exploded and led to oil spill, which revealed the environmental risks stored in human being＇s ocean exploita tion. These environmental risks, including those of destroying ocean environment and ocean ecosystem, and secondary risks, are mainly caused by technical, organizational and institutional factors. Therefore, much attention and the essential control should be given to them.
