摘要一、美国历届政府的气候变化政策美国关于气候变化政策的明确提出．最早为老布什政府时期批准联合国气候变化框架公约（UNFCCC），到今天的奥巴马政府提出“总量控制和排放交易”制度，经历了一个曲折但是逐渐前行的过程。
