继续落实和完善领导干部问责制的思考

摘要 近阶段领导干部问责制预期功效未能完全实现,原因可具体细分为"问责权责不确、问责执行困难、问责主体单一、被问责人员复出机制不透明、问责预防功能未能完全发挥"五个方面。要解决该问题,须相应地"明确责任分工、加强执法力度、加强人大纪委问责与监督、完善复出人员透明机制、加强信息公开",以期推动领导干部问责机制进一步落实和完善。 The latest stage of accountability expected from leading cadres is not fully realized. The causes can be broken down into five areas: accountability responsibility is not clear; there are difficulties in implementing accountability; the body of accountability is single; accountability mechanism for staff to be back is not transparent; accountability for playing a preventive function is not full To solve these problems, we need to "clear division of responsibilities and enforcement, strengthen accountability and supervision of the NPC Commission for Discipline Inspection, have transparent comeback mechanisms, and strengthen information disclosure. " The measures will lead cadres to further promote implement and improve accountability.
