江西省市级综合性医院卫生人力资源配置的调查分析 被引量:2

摘要 目的分析江西省市级综合性医院的卫生人力资源配置的现状,为江西省进一步制定科学的卫生人力资源发展规划提供依据。方法采用普查的方法进行调查。同时对2010年江西省11个设区市的16家市级综合性医院采用自制的江西省市级综合性医院卫生服务能力建设工程终期调查表进行调查。用描述性统计指标对2010年市级综合性医院的人力资源配置进行分析,并与2007年的数据进行对比。结果 16家市级综合性医院平均每院卫技人员比例为81.41%,比基线数据提高0.62%,其中赣州市人民医院最高,为88.69%,比基线数据提高0.82%,上饶市人民医院最低,为67.34%,比基线数据下降12.52%;医护比为1∶1.35,比基线有所改善。16家市级综合性医院本科及以上学历的比例为39.92%,比基线数据提高8.86%,最高的是萍乡市人民医院,占49.83%,最低的是鹰潭市人民医院,占26.12%;博士比例为0.23%,比基线数据提高了0.11%。初级职称占47.08%,比基线数据提高了6.79%;中级职称占36.61%,比基线数据降低了6.8%;高级职称占16.31%,与基线数据基本持平,高级职称、中级职称与初级职称人数之比为1.63∶3.67∶4.70。16家市级综合性医院年度继续教育率为88.16%,比基线数据降低了10.16%。年度继续教育合格率为98.42%,比基线数据提高了4.1%;参加进修学习的比例为6.12%,比基线数据降低了1.52%。结论建议合理配置卫生人才队伍,加大护理人员的比例,积极培养高学历、高职称的医疗卫生人才,加强继续教育的力度。 Objective To analyze the current situation of health human resource allocation in municipal general hospitals in Jiangxi province,and to provide a basis for further formulation of scientific health human resource development planning.Methods A general survey of health human resource allocation was performed in Jiangxi province.At the same time,an investigation was carried out in 16 municipal general hospitals in 11 cities in Jiangxi province using the self-designed final health service capacity building questionnaire.The situation of health human resource allocation in municipal general hospitals in 2010 was analyzed using descriptive statistical indicators,and compared with that in 2007.Results The average proportion of health personnel per hospital(81.41%) was 0.62% higher than baseline.Ganzhou people's hospital had the highest proportion of health personnel(88.69%,0.82% higher than baseline) and Shangrao people's hospital had the lowest proportion(67.34%,12.52% lower than baseline).The ratio of doctors to nurses was 1∶1.35,with an improvement compared with baseline;The proportion of health staff with bachelor's degree or above(39.92%) was 8.86% higher than baseline,and Pingxiang people's hospital had the highest proportion(49.83%) and Yingtan people's hospital had the lowest proportion(26.12%).The proportion of staff with doctor's degree(0.23%) was 0.11% higher than baseline.The proportion of health staff with primary professional title(47.08%) was 6.79% higher than baseline.The proportion of health staff with middle professional title(36.61%) was 6.8% lower than baseline.The proportion of health staff with senior professional title(16.31%) was almost equal to baseline.Senior professional titles,the number of interm ediate grade and junior ratio of 1.63∶3.67∶4.70.The annual continuing education rate(88.16%) was 10.16% lower than baseline.The passing rate of annual continuing education(98.42%) was 4.1% higher than baseline.The proportion of health staff who pursued further study(6.12%) was 1.52% lower than baseline.Conclusion It should be suggested to reasonably allocate health personnel,increase the ratio of doctors to nurses,actively train health personnel with high educational qualifications and senior professional titles,and strengthen continuing education.
