A Theoretical Discussion on the Idea of Smart Power

巧权力概念最初产生于美国对外战略设计中,强调根据具体情境将硬权力和软权力二者巧妙结合来实现美国的外交目标。巧权力战略的顺利实施,需要行为体具备一定的情境智慧。既能够对宏观情境进行整体把握,了解不以人的意志为转移的前提条件;又能根据微观情境对目标进行合理制定,对权力资源进行有效配置以及塑造良好的团体氛围,为巧权力战略的实施提供现实基础和直接依据。

The idea of smart power was designed to serve for the diplomatic strategy in the United States at first, which emphasized to combine hard power and soft power skillfully according to circumstances to carry out the diplomatic objects. Aiming at the faintness of smart power notion, there are three aspects to be discussed deeply and respectively：the Chinese interpretation, connotation ＆ character and contextual intelligence. Through making clear the logic relationship among the factors, the idea of smart power would be more understanding and provide the academic support for implementing smart power strategy smoothly.
