根治当代灾疫的社会学思考(下)

A Sociological Thinking on the Radical-Curing of Contemporary Calamities & Pestilences(Ⅲ)

面对当代灾疫这一世界性难题,谋求根治之道,需要获得制度的激励与保障,因而必须从两个方面展开制度重建:一是创建达成共识的国际制度框架,包括全球化国际协同制度、国际间的全面扶持制度框架、地球环境生态指标制度和全球生态补偿制度框架;二是重建灾疫防治的国家制度,包括重建灾疫防治的国家基本法、生境政治制度、生境经济市场体系、生境资源制度、生境经济财税制度、生境分配制度、生境法律实施体系、生境主义公民责任制度和综合运用的环境公共政策工具。

Confronting the global problem of contemporary calamities ＆ pestilences, to acquire the method of radical curing,we need to get the encouragement ＆ protection of institutions. Therefore, we need to launch the institution reconstruction from two aspects ：first, we should create the international institution framework of consensus ineluding the institutions of global international collaboration, the institutions of comprehensive international support- ing, the institutions of eco -politics, and the institution framework of global compensation;second, we should recon- struct the national institution of calamities ＆ pestilences, including the national basic law, the habitat political insti- tution,the economic market setup of habitat,the resource scheme of habitat, the finance ＆ taxation system, the eco - distribution system, the enforcement system of habitat statute, the civic responsibility scheme of the habitat doctrine, and the integrated use of environmental public policy tool.
