理想原则与现实利益的博弈——战后初期德国内部区域贸易研究

The Conflict between the Ideal Principle and Realistic Benefit On the Interzonal Trade of Germany during the Initial Period of Post-WWⅡ

二战结束后,德国虽然被分区占领,但是,四大占领国通过《占领初期对德管理、处置的经济原则》明确表达了要维持德国的经济统一。作为这一目标的具体实践,德国内部区域贸易应运而生。然而,自德国内部区域贸易建立伊始,始终没有在各占领区之间,充分发挥桥梁纽带作用,反而,日益成为大国间政治斗争的另一个角斗场。其整个发展历程,不仅从另一个角度展现了四大占领国在战后对德问题上的合作与对抗,同时也清晰地勾勒出了战后德国是如何一步步由经济分裂到政治分裂的完整过程。

Although Germany was divided into four occupied zones after World War II, Soviet Union, U.S. A, Britain and France jointly subscribed the political and Economic principles to govern the treatment of Germany in the initial control period, which expressed to maintain the economic unity of Germany. As the concrete practice of this goal, the interzonal trade of Germany came to being. However, since the beginning of the establishment of the interzonal trade of Germany, it did not play the important function as an economic bridge among the whole areas of the occupied Ger many. By contraries, it increasingly turned into an arena of political conflict. Its development pro cess, not only from another angle shows us that the four occupying countries＇ cooperation and confrontation on the issue of Germany, but also clearly outlines the whole process of the division of Germany.
