公民参与和法治社会建设

On citizen participation and the construction of the rule-of-law society

随着改革的深入和全球化进程的加快,公民参与的重要性日益凸显。然而,公民参与在实践中仍存在诸多问题:公民的文化素养较低;公民参与遭遇政治体制困境;公民与政府信息不对称等。提高公民的文化素养、完善公民参与制度、协调专家与公民之间的关系、政府信息公开化等是消解公民参与实践困境和建设法治社会的有效路径。

With the deepening of reform and the acceleration of globalization,citizen participation becomes more important.However,there are many problems existing in the actual citizen participation.For instance,the cultural quality of citizens is low;citizen participation is faced with political system embarassment;citizen＇s right to government information is not fully exercised,etc.The effective way of solving these problems and constructing the rule-of-law society is to improve the cultural quality of citizens,perfect the system of citizen participation,coordinate the relationship between experts and citizens and publicize government information.
